What Punishment Will Tom DeLay Get? said Hammered............

Five years and a month ago, Tom DeLay, who was once House Majority leader, set the standard for jailhouse mug shots. Smiling widely, with a twinkle in his eye, he held a metal sign: "10-20-05, Thomas Dale DeLay, Money Laundering." Now, 1,861 days later, after an epic legal struggle, a retreat from Washington back to his constituency of Sugar Land, Texas, after one cha-cha in a leopard print vest on Season Nine of Dancing with the Stars — plus a stiff waltz, a fumbled tango and a hobbled samba — the smiling former Texas congressman, the man they called "The Hammer," has been found guilty as charged.

Much is being made of the possible punishment — one to 99 years in state prison on the money laundering charge, two to 20 on a conspiracy charge. But presiding Judge Pat Priest, a semi-retired special appointee who added to the musical theme by listening to Rodgers and Hammerstein show tunes as the jury deliberated, could very well give the fallen politician probation. Sentencing will begin on Dec. 20; and, so far, prosecutors have not specified how much jail time they will demand, only that the case was a "message from the people of Texas" who want "honesty and ethics" in their public officials, according to District Attorney Rosemary Lehmberg. After almost 20 hours of deliberations that at several points appeared to be off track, an Austin jury found DeLay guilty of moving $190,000 in corporate donations through the Republican National Committee to a political action committee aimed at aiding GOP state legislative candidates. That push was allegedly part of DeLay's effort — a successful one — to control the congressional redistricting process.

North Korean Shelling Shatters Islanders' Illusion of Security

North Korea has sought to justify its Nov. 23 shelling of Yeonpyeong, the first such attack on South Korean soil in half a century, on what it termed “military provocation” in disputed waters. Two soldiers and two civilians died in the barrage, which triggered declines in global financial markets and drew international condemnation.

“The proximity of these islands to the western border makes North Korea feel like it’s constantly at gunpoint,” said Kim Yong Hyun, professor of North Korean studies at Dongguk University in Seoul. “The disputed area also gives North Korea an easy excuse for provocation to create havoc and so get the international community’s attention.”

The MSCI World index dropped as much as 2 percent on the day of the attack and the won fell more than 1 percent. President Barack Obama, South Korean President Lee Myung Bak and Japan’s Prime Minister Naoto Kan were among leaders who condemned Kim Jong Il’s regime. China’s Premier Wen Jiabao called for restraint without ascribing any blame to North Korea, a communist ally for the past 60 years.

Military Response

North Korea’s state-run news service yesterday said it urged the South to call off exercises in the area and warned of a military response to any infringement of its “inviolable territorial” waters. The U.S. sent the aircraft carrier USS George Washington for joint drills off South Korea’s western coast between Nov. 28 and Dec. 1. The exercises had been planned before the shelling and are “defensive in nature,” the U.S. forces in Seoul said in an e-mailed statement.

Yeonpyeong lies 2 1/2-hours by boat from the South Korean port of Incheon. The government resumed ferry services yesterday after evacuating many island residents following the attack. The island is situated about 2 miles from the western maritime border disputed by North Korea.

The sea border was demarcated by the United Nations after the 1950-1953 civil war and never accepted by the North. The area is rich in fishing, attracting boats from both Koreas and China during the crabbing season in May and June.

Naval Skirmishes

North and South Korea engaged in deadly naval skirmishes in 1999 and 2002 close to the island. The area was also where the South Korean warship Cheonan sank in March, killing 46 sailors. An international panel blamed a torpedo from a North Korean mini-submarine for the incident, a finding denied by Kim Jong Il’s regime and never accepted by China, his closest ally.

President Obama Meets with Economic Recovery Advisory Board

U.S. President Barack Obama met Tuesday with his top advisers about the situation on the Korean peninsula, in the wake of North Korea's artillery attack on a South Korean island. Obama is expected to telephone South Korean President Lee Myung-bak to reiterate U.S. support for South Korea.Immediately upon his return to the White House from a brief trip to the Midwestern state of Indiana, the president went into a meeting  of his national security team.

According to a White House statement, National Security Advisor Tom Donilon, and Secretaries of State and Defense Hillary Clinton and Robert Gates were among those taking part.
The White House statement says Obama reiterated the unshakeable support of the United States for the Republic of Korea, and that he discussed ways to advance peace and security on the Korean peninsula.


Briefing reporters earlier in the day, Deputy White House Press Secretary Bill Burton described Mr. Obama has being "outraged" by North Korean actions on Tuesday, adding that the United States "stands shoulder to shoulder" with South Korea and that it is fully committed to South Korea's defense.
U.S. envoy for North Korea Stephen Bosworth was in Beijing, consulting South Korean, Japanese and Chinese officials, and is expected to meet with the president. The key focus of Bosworth's talks in the region was Pyongyang's recent revelation of an apparent uranium enrichment plant.

Bosworth called the North Korean artillery attack that killed two South Korean marines and wounded 18 people, three of them civilians, "aggression."

The U.S. State Department on Tuesday called the attack an "unprovoked military assault," and said the Obama administration is planning a "measured and unified" response, working with China and other nations in the six-party talks on North Korea's nuclear program.

Hundreds Injured and 378 Die in Cambodian Festival

More than 300 people died during the celebration of a water festival in the Cambodian

capital. The town was celebrating the end of the rainy season and on the last day of the

festival a crowd was pushed on a bridge. Panic spread among the Cambodians and many of them

were stepped on while others fell into the water.

The image was horrific and described as a pyramid of human bodies by witnesses. This accident

was described by Prime Minister as the most horrifying tragedy since the Communist reign in

Cambodia.
Thousands of people stampeded during a festival in the Cambodian capital Monday, leaving at

least 349 dead and hundreds of other people injured. A panic-stricken crowd of revellers

marking the end of the rainy season on an island in a river tried to flee over a narrow

bridge and many people were crushed underfoot or fell over its sides into the water.
Thousands of pairs of shoes scattered across the bridge, leaving barely a metre of empty

space on the road — and as I walked through the blood-soaked pavement I realized this was a

much bigger tragedy than I could have ever imagined.

Prime Minister Jun Sen said, “This is the biggest tragedy we have experienced in the last 31

years.” He declared Thursday to be a “national day of mourning” and has “ordered in

investigation into the cause of the stamped”. Also, he requested the government to cover

funeral expenses and financial expenses for those injured.

Touch Naroth, City police chief, stated on state TV, “This is a lesson for all of us.” He

also said “investigators are still trying to determine the cause.”
